Summary Description
Performs intermediate technical work developing, planning, participating in and administering natural resource management on county conservation owned and managed lands, and related work as apparent or assigned. Work is performed under the limited supervision of the Parks Superintendent. Position exercises occasional supervision of Conservation Technicians and seasonal personnel.
Job Duties/Responsibilities
1) Coordinates, plans, and administers natural resource management program; coordinates and participates in natural resource management i.e. prescribed burning, control of invasives, tree and seed planting, seed harvest, timber stand improvement, wildlife habitat management, etc.; coordinates with other conservation staff and officials development, implementation and updating of area management plans.
2) Participates in the over-all operation, improvement and maintenance of lands and facilities; assists in the planning and construction of new facilities; conducts periodic inspections of county lands and facilities while performing maintenance work; observes and corrects hazards, performs minor repairs immediately, and/or secures necessary equipment to effect such repairs; anticipates and advises the Parks Superintendent of special problems.
3) Supervises field staff in the absence of Park Rangers.
4) Maintains a record of work accomplished; maintains communications up/down the organization between staff and management.
5) Recommends an operations budget; monitors approved budget plan vs. actual expense.
6) Conducts ongoing in-service training within budget limitations.
7) Assists and coordinates activities with other agencies, county departments, and the public; cooperates with universities and other agencies in conducting research and analyzing data to determine trends in natural resource management and help facilitate County decisions; networks with support groups and agencies such as FSA, NRCS, Pheasants Forever, etc. to implement County goals.
8) Submits periodic reports on the resource program to the Conservation Board.
9) Prepares grant applications.
10) Provides training and resources to volunteers to help manage natural resources.
Qualifications
Knowledge, Skills and Abilities
Thorough knowledge of the common practices, tools, terminology and safety precautions of park and equipment maintenance; thorough knowledge of the use and characteristics of common park equipment and tools including but not limited to trucks, tractors, mowers, brush chippers, chain saws, firefighting equipment, power tools and chemical application equipment; general knowledge of the geography of the county and locations of important park buildings and structures; thorough knowledge of natural resource conservations principles and practices; thorough knowledge of standard office practices, procedures, equipment and office assistance techniques; thorough knowledge of business; English and spelling; general knowledge of arithmetic; general knowledge of county and department programs and policies; ability to read and understand basic local and state policies and procedures of limited scope and difficulty;ability to write applications for and facilitate obtained grants; ability to type accurately at a reasonable rate of speed; ability to operate standard office and computer equipment and perform word processing and/or data entry; ability to establish and maintain effective working relationships with staff and the general public.
Education and Experience
Bachelor's degree with coursework in botany, biology, natural resources or related field and moderate experience in conservation management including lead work supervision, or equivalent combination of education and experience.
Special Requirements
- Valid certification for completion of NWCG S130 and S190 within six (6) months of hire.
- Pesticide applicators license category 2, 3O, 5 and 6 within six (6) months of hire.
- Class A commercial driver's license with airbrake endorsement in the State of Iowa within six (6) months of hire.
- Applicable position, department, organization and professional training will be provided and must be completed upon hire and on an ongoing basis.
- Valid driver's license in the State of Iowa.

Physical Requirements
This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires walking, sitting, speaking or hearing, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires tasting or smelling and repetitive motions; no special vision is required; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
Environmental Conditions
This work frequently requires exposure to toxic or caustic chemicals and exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to the risk of electrical shock and wearing a self-contained breathing apparatus; work is generally in a moderately noisy location (e.g. business office, light traffic).
