Description
Summary: Under the limited direction of the Conservation Board, the
Conservation Director develops and implements department policies enacted by
the Conservation Board to meet the mission and goals of the organization.
Administers the department's budget and oversees the daily operations and
administration of the department's full-time, part-time, seasonal staff, and
volunteers.
Essential Duties:
Essential job duties for this position include the following items.
Other duties must be performed as assigned or required.
Functions
as the Chief Executive Officer for the Conservation Board and the department. Is
the voice and face of Clinton County Conservation and tax payers’ dollars. Develops
and publishes the Board agendas and minutes for monthly meetings. Acts
on behalf of the Board for all department purchases requiring Board approval. Oversees
the daily operations and procedures associated with the development,
maintenance, and operations of the County park system and environmental education
center. Represents
and promotes the Department and Board position and interests to the County
Board of Supervisors, State-wide organizations and affiliates, legislators,
private and public partners, and citizen groups. Establishes
programs of cooperation with other governmental and non-governmental agencies
and organizations. Provides
information and data to the Conservation Board. Is
Responsible for with development, implementation, and oversight of board
policies. Provides
leadership and guidance to the Conservation Board and staff in the development
of both short and long-range master planning. Provides a 5 year plan for
facilities, grounds, and equipment. Prepares,
submits, and administers the park system's budget. Administers
all aspects associated with employee development, compensation, evaluation, and
discipline. Assures
all on boarding and off boarding of conservation employees. Serves
as the director of sworn peace officers in accordance with Chapter 350 of the
Iowa code; manages the certification, training, and supervision of the department's
full-time rangers (certified peace officers) and responsible for enforcing
State laws and Board regulations for the areas under the jurisdiction of the
Conservation Board. Make sure appropriate equipment and training is available
and attended. Make sure safety equipment
and procedures are in place and utilized. Assures
maintenance of employee work records including staff time sheets and
submittals, training and workshop attendance and employee performance
evaluations. Signs all timesheets and
assures accuracy of work hours. Assists
staff in carrying out their duties as needed, i.e. assist with environmental
education programming, hunter safety courses, and park maintenance when needed
and necessary. Review
and approve department publications. Assist
the County Conservation Chair in the function and conduct of the public
meetings. Know legal, professional and
proficient meeting process.
Integrity
and confidentiality are a must.
Must
be able to establish and maintain cooperative working relationships across the
county and state. Writes
and submits grant applications and or solicits professional assistance for
grant writing to further the efforts and priorities of the Conservation Board.
Other
duties as assigned or are necessary to manage and maintain Clinton County
Conservation.
Qualifications: To perform
this job successfully, the Executive Director must be able to perform each
essential duty satisfactorily. The requirements listed below are representative
of the minimum knowledge, skills and abilities required.
Education/Experience:
Bachelor's degree in Outdoor Recreation Management, Public Administration,
Business Management, Natural Resources or related science field; AND five (5)
years of progressively responsible experience in parks and recreation or
leisure services or conservation which includes a minimum of two (2) years
previous administrative and/or supervisory responsibilities; OR an equivalent
combination of education, training, and experience.
Knowledge: Knowledge
of Iowa’s natural resources, cultural history, and outdoor recreation
opportunities. Knowledge
of basic field identification and natural history of native plants and animals
in Iowa, ecological principles, soils, water quality, geology, etc. Knowledge
of political processes in Iowa. Knowledge
of natural resource management, including fisheries, wildlife, forestry,
agronomy, grasslands, and aquatic ecosystems.
Knowledge
of organization and agencies concerned with conservation, natural resource
management, education, water quality. Knowledge
of environmental and conservation education.
Knowledge
of general outdoor recreation and sporting activities.
Knowledge
of work safety and employment regulations and standards. Knowledge
of principles and practices and fiduciary and administrative practices. Knowledge
of land acquisition and ability to seek legal counsel.
Language
Skills: Ability
to read, analyze, and interpret general business periodicals and, technical
procedures, Excellent
written and verbal communication and negotiations skills.
Ability
to write reports, general business correspondence, and procedure manuals. Must
be able to effectively proof and edit reports and publications. Ability
to effectively present information and respond to questions from the board,
other staff, customers, and the general public.
Have
the ability to handle complaints and respond to emergency situations
courteously and responsively, and be tolerant and respectful of differing
opinions. Grant
writing
Mathematical Skills:
Ability
to calculate figures and amounts such as discounts, interest, proportions, and
percentages.
Ability
to apply concepts of basic algebra.
Ability
to create and manage a Budget.
Reasoning Ability:
Ability
to define problems, collect data, establish facts, and draw valid conclusions.Ability
to interpret an extensive variety of technical instructions including
mathematical or diagram form.
Ability
to analyze customer wants/needs.
General
Office Skills: In-depth
knowledge of office management and basic accounting procedures. Excellent
time management skills. Must
be able to operate a variety of common office equipment including copy and fax
machines, computers, adding machines, and credit card machines. Must be
proficient in the use of computer software such as word processing,
spreadsheets, data base and email.
Certificates,
Licenses, Registrations:
Possess
a valid driver’s license.
Must
attend a class to obtain knowledge of the peace officer bill of rights and
disciplinary process of sworn peace officer within 1 year of hire.
Residency
Requirement: Director must reside within the county
no later than one year after successful completion of 90 day probationary
period and must continue to reside within the county throughout the period of
employment.

Work Environment:
Environmental
