Description
SUMMARY
Under limited supervision of the
Conservation Director, the Deputy Conservation Director supervises all daily aspects
of park development, personnel administration and management, construction,
maintenance, security, law enforcement, and all visitor related recreational
activates necessary for a safe and enjoyable environment within the park
system. Must be able to meet Iowa Certified Peace Officer hiring requirements,
and may be required to obtain Iowa Peace Officer Certification.
ESSENTIAL FUNCTIONS
- Supervises the daily operation and maintenance of all of
all Conservation Board properties. Initiates, prepares, implements, and enforces
administrative procedures, methods, reports, and policies for the efficient
operation; manages the day-to-day affairs; develops mission and strategies; monitors
revenue generating operations for the Parks.

Plans large projects and works with Park Managers to
schedule large maintenance, repair, and construction activities; assists
engineering consultants with preparing bid documents for large construction
projects, capital improvements, or repairs which require outside contractors; coordinates
and monitors work of outside contractors to ensure the timeliness and quality
of the finished project; maintains communication between department staff and
outside contractors or consultants during construction projects; reports
progress to the Conservation Director.

Participates in the selection and hire of regular and
seasonal staff; monitors performance and conducts performance appraisals;
trains staff; authorizes leave time and overtime; implements counseling and corrective
or disciplinary action up to suspension.

Assists Park Managers and staff of primary parks in
identifying daily shift labor, material, and equipment resources to meet parks
and recreation needs; monitors operation of waste treatment plant that handles
sewage from West Lake Park; monitors operation of Olympic sized swimming pool,
water slide, and spray pad at Scott County Park.

Plans and supervises the installation, inspection,
repair, and replacement of recreational facilities and equipment to include
playground equipment, campgrounds, picnic shelters, fishing and boating docks,
and other specialized maintenance aspects associated with swimming pools, beachfront,
and paddle boat rental concessions.

Assists the Director in developing and programming the
Department’s 5-Year Capital Improvement plan and administration of an annual
operating budget to include; designing performance indicators, planning new
budgets, and monitoring fiscal responsibility efforts; researching and pursuing
grant opportunities and preparing related applications.

Oversees all Park Ranger activities within the park
system; ensures staff obtain training as required by Iowa Law Enforcement
Academy; ensures proper patrol and security of all sites is accomplished by
Ranger Staff.

Plans and supervises specialized natural resource
projects to include fire burns, timber stand improvement, wildlife habitat
improvement, fishery habitat, reforestation, prairie rehabilitation, wetland
restoration, nature trail and public access enhancements, implementation of
erosion control methods, hazardous material handling, and pesticide
application.

Monitors and coordinates inventory maintenance and supply
expenditures among all cost centers; organizes the replacement, preventive
maintenance, and repair of all inventory, park equipment, facilities and
vehicles; coordinates those efforts with other department locations.

Manages public relations activities of the department; responds
to public inquiries and complaints and takes appropriate action.
- Acts on behalf of the Director in his or her absence; performs
special projects at the Director's direction.

Demonstrates the ability to exemplify, by
his/her actions, the County PRIDE philosophy.

related duties as assigned.
Qualifications
BA with major in conservation, natural resources, outdoor rec. or a related natural science required. 4 yrs of supervisory experience with emphasis in outdoor rec. 4 yrs of experience in managing construction/maintenance of similar facilities & equip
