JOB TITLE:              ASSISTANT PARK OFFICER/MAINTENANCE TECHNICIAN

REPORTS TO:         OPERATIONS SUPERVISOR

DEPARTMENT:      CONSERVATION

FLSA STATUS:        NON-EXEMPT

JOB SUMMARY:

Develop, maintain, and improve parks, recreation facilities, and wildlife areas in Muscatine County. Patrol parks and wildlife areas to enforce State and County laws and regulations.

ESSENTIAL FUNCTIONS:

Develop and maintain wildlife areas: performs timber management; applies pesticides; performs prairie and field fire management; maintains boat ramps and boundary fences; constructs park lots, wood duck nesting boxes and fish attractors.

Develop and maintain park facilities and grounds.

Ensures proper registration for people using county park facilities and equipment which charge a fee and collect appropriate fees when needed.

Patrol parks and wildlife areas to ensure compliance with all State and County laws and regulation. Assist other local law enforcement agencies as needed.

Construct and repair buildings and outdoor facilities.

Purchase and pick up lumber, hardware, chemicals, tools, etc. as needed.

Operate various types of equipment.

Supervise and train seasonal and temporary workers.

Supervise seasonal and temporary workers on various projects; assign work; instruct in work methods; monitor, review, and evaluate work.

Coordinate and supervise volunteer projects in county parks as assigned.

Assist in the rental of park facilities and equipment to the public.

Capture, handle, and dispose of sick, injured or nuisance animals.

Assist with the environmental education program with giving programs to the public.

Assist in writing grants for federal, state, or private funds to develop additional recreation facilities in county parks.

Assist the public by giving out information and answering questions related to the conservation board.

Repair, inspect and service vehicles, tractors, mowers, implements, and tools.

Clean facilities and equipment on a regular basis.

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor of Science degree in the natural sciences from an accredited four-year college or university or a combination of education and work experience.

One year experience in professional conservation work.

Licenses and Certifications:

Iowa Law Enforcement Peace Officer Certification

Basic First Aid and CPR

Commercial Driver License and insurable under County’s insurance policy

Pesticide Applicators License

S-130 and S-109 Fire Training

Residency Requirement:

Must live in Muscatine County.

Will be required to live in County housing at the Saulsbury Bridge Recreation Area starting in September 2023.

Knowledge, Skills, and Abilities:

Knowledge of:

            current fish, game and associated outdoor recreation laws and regulations.

            park, park areas, building, and equipment maintenance methods and procedures.

            plumbing, painting, masonry, electrical and carpentry work.

            wildlife conservation principles and practices.

Skills in the use of heavy equipment, power tools, hand tools, and computers.

Ability to:

            perform park and wildlife maintenance work.

            establish and maintain effective working relationships with co-workers and the general public.

            communicate clearly and effectively, both orally and in writing.

            assign and supervise the work of seasonal workers and volunteers.

Physical and Mental Abilities:

Substantial amount of physical effort and manual dexterity required to climb/descend ladders, constant standing and walking, often on ungraded terrain.

Heavy mobility duties are usually performed by frequent walking and/or standing, kneeling, or squatting relieved by lesser periods of sitting or operating a vehicle.

Good vision is required, either uncorrected or corrected through the use of lens.

Physical ability to lift light articles, sometimes weighing up to 50 pounds maximum and carrying of objects weighting up to 50 pounds, pushing and/or pulling objects weighing up to 50 pounds maximum.

Working Conditions:

Frequent exposure to dirt, dust, extremes of temperature, and noxious fumes and odors.

Some exposure to hazardous situation which involve exposure to heavy machinery, hazardous chemicals, power tools, or wild animals.

Some exposure to hazardous situations relating to law enforcement duties.

Working time will require irregular hours and shift times.

Qualifications
Bachelor of Science degree in the natural resources from an accredited four-year college or university and one year experience in professional conservation work or an equivalent combination of education and work experience.
