REQUEST FOR PROPOSALS

FOR FIREWOOD SUPPLIED TO

BRIGGS WOODS PARK and LITTLE WALL LAKE PARK

HAMILTON COUNTY CONSERVATION BOARD

 

STATEMENT OF INTENT
The Hamilton County Conservation Board (HCCB) is seeking a CONTRACTOR qualified to provide bundles of firewood to facilitate the needs of the general public for camping at both Briggs Woods Park and Little Wall Lake Park located in Hamilton County, Iowa.

INTRODUCTION
Firewood bundle sales are important to HCCB and the camper experience in our county parks.  This service and sales are considered as an amenity offered to the public for recreational camping purposes.

PROJECT LOCATION
Briggs Woods Park is located approximately two miles south of Webster City, Iowa on state highway 17.  Little Wall Lake Park is located approximately 2 miles south of Jewell, Iowa on state highway 69.  The two parks are approximately 20 miles apart from each other.

PROJECT SCOPE
The Scope of the project includes:

  • Provide seasoned split firewood in wrapped bundles to each park on a weekly basis
  • Bundles must meet HCCB approval for quantity and size
  • Bundles must be labeled as per USDA requirements

The CONTRACTOR must be able to provide and deliver firewood bundles that meet the expectations of HCCB for quality, approximate size, weight and number of pieces in each bundle.  The bundles must be wrapped or bound together for ease of moving and must be labeled as per USDA requirements.  Wood species may include, oak, elm, ash (only if not EAB infested) hickory or maple. 

REQUIRED SERVICES BY THE CONTRACTOR
Harvest, cut, split, wrap and delivery to each park weekly during camping season as determined by HCCB.

SERVICES OFFERED BY HCCB

  1.  Buildings for wood bundles to be stored
  2. Inventory and Accounting for all sales
  3. Wood supply within Briggs Woods Park as per acquired permits and TSI plan specifications.

PROPOSAL CONTENT

  1. Proposal must be received by Brian Lammers, Executive Director, Hamilton County Conservation, 2490 Briggs Woods Trail, Webster City, Iowa 50595 on or before March 19, 2021.
  2. The CONTRACTOR name and address, and a brief history of the firm.
  3. Names of specific individuals who will be assigned to this project.
  4. Provide a minimum of three client references including phone numbers.
  5. Any other information or detail that may be of help in the selection process.

SCHEDULE
Firewood sales are generally conducted between April 1 and October 31 with weather depending and current or existing stock on hand.  Most deliveries are completed on Friday mornings.

GENERAL PROVISIONS
This RFP does not obligate the HCCB to award a contract to any firm, nor to pay any cost incurred in the preparation of the proposals submitted in response to this request.  The HCCB reserves the right to accept or reject any or all proposals received. All information and material received in response to this request becomes the property of the HCCB.

NONDISCRIMINATION
In accordance with Title VI of the Civil Rights Act of 1964, Title 49, Code of Federal Regulations, the HCCB must ensure that qualified minority business enterprises are afforded full opportunity to submit Proposals in response to this request; and further that no person will, on the grounds of race, color or nation origin be excluded from participation in any program or activity for which the HCCB is receiving financial assistance.

CONTRACTOR SELECTION PROCEDURES
The Executive Director will evaluate the proposals. A selection will be made based on the above information and may include follow-up interviews. The selected contractor will be recommended to the Hamilton County Conservation Board for final approval.
