Summary Description
This position is responsible for coordinating and overseeing functions necessary to manage water quality improvements in the county and to address areas of environmental concern related to agriculture, municipal, and residential water quality issues. This position performs a variety of program coordination, educational, and plan implementation functions.
Job Duties/Responsibilities
- Coordinates the Story County water quality programs including the Story County Watershed Assessment Implementation Plan.
- Works with county departments and external stakeholders to develop and implement water quality improvement goals and practices.
- Creates, plans, and delivers informational and educational programs related to watershed management, water quality, and soil health.
- Participates as a member of the Conservation management team, including participating in strategic/operational planning, budget development and management, problem identification and resolution, and recommending and implementing strategies to increase the efficiency and effectiveness of the delivery of services and programming.
- Assists and supports area Watershed Management Authorities, may service as county representative.
- Seeks external funding in support of water quality improvement projects.
- Performs related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of watershed, streams, water pollution sources, and best management practices.
- Knowledge of soil health principles and nutrient reduction practices.
- Knowledge of county rules and regulations related to planning and development, environmental health, floodplain management, etc.
- Knowledge of Iowa law and Iowa Department of Natural Resources rules for Watershed Management Authorities.
- Knowledge of available funding sources.
- Knowledge of modern office methods, practices, and equipment.
- Knowledge of computers and job-related software programs.
- Skill in developing and implementing water quality improvement plans.
- Skill in expressing technical ideas effectively, both orally and in writing.
- Skill in public outreach and communication principles.
Qualifications
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Iowa for the type of vehicle or equipment operated.

Physical & Environmental Characteristics
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light (24 pounds or less) or heavy (25 pounds or more) objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
- The work is typically performed in an office or outdoors, occasionally in cold or inclement weather.
Qualifications
Baccalaureate degree in a course of study related to the occupational field and considerable experience in the water quality field, or equivalent combination of education and experience
