LEISURE SERVICES MANAGER Salary $73,459.00 - $96,614.00 Annually Location IA 50109, IA Job Type Full-Time Regular Department Polk County Conservation Board Job NumberC22-19Closing6/22/2022 11:59 PM Central DESCRIPTION BENEFITS QUESTIONS Under limited supervisor, performs responsible supervisory work directing the day-to-day operations in the Leisure Services Division, which includes Sleep Hollow Sports Park, Lauridsen Skatepark, and Jester Park Equestrian Center.  Responsible for establishing overall operations standards for the Leisure Services Division unit consistent with Polk County Conservation Board’s mission and strategic plans.  Illustrative Examples of Work Supervises daily operations at Sleepy Hollow Sports Park including staffing, budgeting, customer relations, concessions, marketing, event planning, and other related activities. Responsible for providing long-range strategic planning and safety oversight. Supervises, trains, and evaluates staff engaged in supervisory, technical, and clerical functions. Develops and administers division objectives, policies, and procedures in accordance with Polk County Conservation’s mission of outdoor recreation (trails, winter sports, mountain biking, skateboarding, outdoor playscapes, etc.). Prepares and maintains records including division activities and operations, fiscal and statistical reports, preventative maintenance records, and equipment and supply inventories. Provides management and oversight of various contract agreements, including the Jester Park Golf Course and Lodge operation contract and Easter Lake North Shore concessions contract. Provides oversight of the Equestrian Center, including reviewing existing programming and future opportunities, leads the development of long range plans and goals for stable operations, and acts as an advisor to Conservation Director to maximize the efficiency and effectiveness of the operations. Provides oversight of the Lauridsen Skate Park, including but not limited to outreach activities, oversight of facility and programming contracts, daily and annual maintenance and safety activities, and event management. Performs related duties as required. Required Knowledge, Skills and Abilities Considerable knowledge of leisure services management principles and practices. Knowledge of the operation programs, functions, and objectives of the conservation department. Knowledge of state, federal, and local laws and regulations pertaining to park and public recreation operations, construction and zoning, concession and food preparation, and alcohol sales. Knowledge of proper safety procedures and occupational hazards associated with maintenance and repair of facilities and grounds and the operation of public recreation facilities and other community programs. Knowledge of governmental accounting principles and budget procedures. Knowledge of the principles and practices of inventory control and supply management. General knowledge of the operation of equestrian facilities and programs. Ability to plan, direct, supervise, and evaluate the work of full-time, part-time, and seasonal staff. Ability to exercise good judgment in evaluating situations and making decisions. Ability to prepare time, material, and cost estimates and maintain accurate records and reports. Ability to prepare a variety of reports, operational procedures, administrative plans, and records. Ability to effectively communicate verbally and in writing. Ability to prioritize work daily and delegate to appropriate team members. Ability to resolve disputes or conflicts with use of diplomacy, tact, and persuasion. Ability to establish and maintain effective working relationships with co-workers, representatives of other organizations, volunteers, and the general public. Ability to occasionally lift up to 25 lbs. as required. Ability to work a flexible schedule including evenings, weekends, and holidays. Training and Experience Bachelor’s degree in business administration, parks and recreation management, or related field, and Three years experience involving the recreation management, or related field, or Any equivalent combination of training and experience which will have provided the required knowledge, skills, and abilities.
