Description
Under general supervision, performs responsible, professional general ledger accounting and auditing work, including analysis, cost, and statistical activities, and prepares financial statements, schedules, and pertinent reports; directs, instructs, and monitors office personnel maintaining accounts and records.
Illustrative Examples of Work:
- Prepares, reviews, and analyses various general ledger activity, including expenditure allocations, corrections, and fiscal year-end cash to accrual conversion.
- Analyzes and audits various financial records such as supporting account records, contracts, and revenue records; performs special audits as requested; prepares regular and special reports, analyses, and recommendations.
- Performs a lead role in various fiscal year-end financial reporting activities such as preparation of comprehensive annual financial reports, long-term debt schedules, schedule of expenditures of Federal awards, arbitrage calculations, and analysis of effects of new Government Accounting Standards Board pronouncements.
- Works closely with Central Accounting in preparing schedules, account analyses, and supporting work papers.Designs and implements complex spreadsheets to support general ledger accounts.
- Communicates and confers with representatives of other departments, offices, and agencies regarding general ledger activity and financial reporting.
- Plans, directs, and evaluates the work of office personnel in accounting and bookkeeping procedures; provides guidance and instruction to staff.
- Maintains selected user aspects of the County’s ERP software to facilitate accurate reporting and efficiency of operations.Serves as a resource person for selected ERP software modules such as fixed assets, job cost, and organization account setup.Maintains records for filing claims for various grants, as well as FEMA when necessary.
- Prepares bank reconciliations and requests transfer of funds for remote locations.
- Performs related duties as required.
Required Knowledge, Skills and Abilities:
- Thorough knowledge of accounting and auditing theory and financing.
- Knowledge of expenditure control systems and procedures.
- Knowledge of applicable laws, regulations, and procedures governing the receipt and expenditure of public funds.
- Ability to plan, organize, direct, and carry out a general ledger accounting and financial reporting program.
- Ability to utilize and maintain a variety of computer applications.
- Ability to design and implement complex spreadsheets.Ability to plan, direct, coordinate, and evaluate the work of others.
- Ability to provide guidance and instruction to others.
- Ability to communicate effectively both verbally and in writing.
- Ability to establish and maintain effective working relationships with other County employees, representatives of other agencies, and the general public.
Training and Experience:
- Bachelor’s degree in Accounting or related, and
- Two years of related experience, or
- Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.
- Licensure as a Certified Public Accountant is preferred.
Special Requirements
- A criminal background check is required.
