About Natural Resources Manager:
Responsible for managing and supervising the Linn County Conservation Board’s natural resources program and work unit. Researches, plans, edits and disseminates informational material to the public, other agencies and conservation employees relating to management of natural resources. Oversees the county’s land protection and conservation easement activities. Oversees creation of environmental RFP’s, contracts, grant applications and department environmental permitting process with various agencies. Engages the public to provide communications and liaison to numerous community partner organizations. Responsible for administrative functions regarding division office functions, supervision of volunteers, staff development, program budget management, inventories, staff meetings, etc. Conducts and oversees studies on conservation-managed areas for the purpose of developing, interpreting and utilizing data. Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.
Essential Functions
· Directs and supervises work activities of natural resources work unit employees by developing work lists, inspecting areas to determine needs, discussing safety and job standards with crew, and checking equipment condition and needs.
· Collaborates with the Community Outreach & Marketing Specialist for program marketing and communications outreach.
· Oversees program volunteer operations and projects.
· Develops alternative funding and other resources through cultivation of public/private partnerships & donor relationships and the research and collaboration of grant opportunities and preparation of grant applications.
· Develops, advises, supervises, and coordinates the control and enhancement of the Conservation Department’s parks and natural resource areas planting, seeding, cutting, trimming, pesticide application, and burning to promote natural vegetation and control noxious and other undesirable plants. Implements hazard tree assessment and removal program.
· Oversees, develops, advises and coordinates the management of natural resources on all Linn County Conservation Board managed lands.
· Promotes creative deployment of new technology, equipment and software to maintain cutting-edge, effective and efficient operations.
· Supervises and participates in specialized program areas including, but not limited to, forestry, arboriculture, horticulture, prairie management, wildland fire science, firewood production, etc.
· Coordinates natural resource activities with other work units and oversees plans, activities, equipment, and personnel when completing natural resource management activities.
· Plans for and implements the protection and enhancement of unique natural areas and open spaces in Linn County ensuring current best management practices are used.
· Provides information and conducts public relations activities through presentations, articles and social media to educate and inform public on natural resources issues.
· Maintains public relations by regularly engaging community stakeholders and thought leaders.
· Creates and updates natural area management plans for Linn County Conservation Board lands.
· Plans to include timber management improvement plans, timber sales, crop leases, food plot plans, wetland development, and prairie restoration plans.
· Develops and coordinates and implements an integrated pest management program for Conservation Board managed lands including, but not limited to advising work units on chemical use – application rates, application timeframes, type, how to use, etc.
· Maintains and coordinates current applicators license and ongoing certification for position and other staff involved with chemical use along with related in-service training.
· Prepares a variety of reports, plans and other administrative materials related to natural resource management.
· Conducts media interviews and presentations to local and regional conferences, partner meetings, community meetings, county board meetings, etc.
· Assists Executive Director in budget planning.
· Responsible for the purchase of necessary equipment, supplies and services.
· Collaborates and supports the planning, design and construction of natural resource development projects through collaboration with department design staff and outside consultants and through coordination and inspection of projects during the construction phases.
· Performs all other related duties as assigned.
· Knows the products they personally produce and the customers of each product. Listens to the “Voice of the Customer “and closes gaps between customer expectations and experience whenever possible.
Minimum Qualifications & Requirements
· Bachelor’s degree with major coursework in conservation, natural resources, botany, forestry, wildlife, or a related field is required.
· Three (3) to five (5) years of experience in natural resource management required, or an equivalent combination of training and experience which provides the required knowledge, skills and abilities.
· Ability to obtain a pesticide applicators license required. Ability to obtain S130/S190 and S/290 National Wildfire Coordinating Group training required. CPR and First Aid Certification required.
· Ability to Collaborate with other departments, outside agencies and partner groups to accomplish goals and projects, manage public inquires/complaints, and coordinate special projects.
· Ability to think strategically, creatively, meet deadlines, and work in a dynamic environment to effectively manage change.
· Ability to provide effective supervision of regular and volunteer staff.
· Ability to work autonomously. Excellent organizational skills.
· Excellent written and verbal communication skills and the ability to prepare and deliver presentations.
· Ability to maintain effective working relationships with employees, the media, officials and the public.
· Ability to lead and inspire cross-functional teams in meeting organizational goals.

· Skills in researching, analyzing, interpreting and explaining conservation principles, practices, and materials to provide general knowledge of Iowa’s native ecosystems and associated flora and fauna. Includes administrative bulletins, electronic communications, contracts, etc.
· Ability to interpret and plan program policy and procedures.
· Ability to effectively plan work, think conceptually, observe and evaluate program trends. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
· Ability to operate tractors, riding mowers, push mowers, chain saw, weed eater, hand tools, vehicles, dump truck, 4-wheel drive, skid steers, snow blower, air compressor, bench grinder, and computer.
· Skilled Computer programs (Microsoft Word, PowerPoint, Excel, Mail, Outlook Calendar, GIS applications, GPS applications).
Special Requirements:
Must pass a DOT physical examination which includes a drug test after offer of employment. Subject to criminal background and credit history review. Valid Driver’s License required with ability to obtain a Class A Commercial Driver's License with airbrakes endorsement within 6 months of hire. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects. Regular work attendance required. Must remain awake and aware of surroundings at all times.
