Description

Purpose of Position:  Responsible for organizing and coordinating office operations and providing administrative support to the Director in order to ensure efficient operation of the Conservation Board and the Carroll County Conservation Foundation.  Manages and coordinates the business operations with responsibility for multiple fiscal functions including, but not limited to, budgeting, accounts payable, accounts receivable, payroll and cashier.   Essential Functions: Provide administrative and clerical support to the Director.  Answer incoming calls and greet visitors to the department, respond to inquiries and refer to appropriate sources for assistance.  Take reservations for Education Center, shelters and cabins and associated paperwork and mailings.  Instruct customers on proper use of audio/visual equipment in Education Center classrooms. Serve as a liaison to the Carroll County Conservation Board (CCCB) and the Carroll County Conservation Foundation (CCCF) and provide administrative services to Board members as needed.  Provide reports to CCCB as requested by the Director or Board President. Maintain daily financial activities which may include accounting, purchasing, staff time sheet submittals, accounts receivable, revenue collection, cash related receipts and ensuring timely processing of bills for the Auditor’s Office. Receive and respond to public communication through the department via phone, email and written communication.  Create and distribute information regarding conservation facilities, programs and activities to the public. Promote CCCB through advertising, brochures and other publications, projects or events.  Prepare and maintain personnel records for seasonal employees. Establish and maintain an accurate file system of official documents, reports, forms, correspondence and minutes which may be confidential or politically sensitive. Reconcile all fund balances and prepare documents for annual audits and CCCF tax preparation. Maintain inventory of office supplies and uniforms for seasonal staff. Coordinate Education Center cleaning with cleaning crew and order cleaning supplies as necessary.  Spot cleaning of Education Center as needed between normal cleaning times. Manage Concession Stand and Gift shop.  Duties include: - maintaining inventory and ordering as necessary -keep inventory records for gift shop -hire, train and schedule seasonal employees     Required Knowledge, Skills and Abilities: Ability to establish and maintain effective working relationships with general public, supervisors, board members, other county departments and other CCCB employees.  Must have excellent customer service and interpersonal communication skills. Knowledge of finance, budgeting and accounting principles.  Ability to analyze and interpret financial data and prepare reports and statements. Ability to operate computers and typical office equipment. Must be proficient in the Microsoft Office Suite including Work, Excel, Power Point, Outlook, Access and Publisher.  Working knowledge of Quicken. Ability to prepare and send mass emails. Strong organizational skills and attention to detail. Ability to compose documents using independent judgement based on knowledge of departmental policies and procedures. Ability to handle multiple tasks and changing priorities while maintaining a high degree of accuracy. Ability to maintain confidential and secure information. Ability to handle variable stress levels and be able to solve problems appropriate to the position. Ability to work independently, plan and organize a personal work schedule, set priorities and meet established deadlines. Perform other duties as directed or as the situation dictates.   Essential Education, Certifications and License: Associates Degree in Business Administration or related field preferred or any equivalent combination of experience and training that will have provided the required knowledge, skills and abilities for the position. Must possess and maintain a valid driver’s license and be insurable under the county’s liability coverage.   Essential Physical Demands and Typical Working Environment: The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the duties of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform these functions. Regular and reliable attendance is an essential function of this job.  Work is generally performed indoors in an office setting and requires some physical activity including extended periods of sitting and typing on a keyboard, walking, kneeling, bending, crouching, reaching, stooping and climbing. Must have the ability to frequently push, pull or lift/carry equipment, supplies and other material weighing up to 25 pounds.  Must also possess hand/eye coordination and manual dexterity to use hands and arms to operate standard office equipment and any other equipment used to perform the essential duties of this job. Work hours may be required before and after normal business hours and occasional weekend work may be required. Have clarity of speech and hearing which permits effective communication. Have sufficient vision which permits production and review of materials in both hard copy and electronic formats. Work requires working with the general public and may be stressful when dealing with the population served by this department.

Qualifications

Two-year degree in accounting, office management or related field preferred or a minimum of two-years experience in an administrative/office manager position.
